Both the filling and the outer fabric are soft and comfy to sit on (even if your skin is directly touching the fabric).I got it for an office chair whose padding has become quite flat over a whole lot of years. Even though the surface I put the cushion on is semi-slippery fabric, it still does a pretty good job of not sliding around or off the chair.The dimensions listed are accurate. It might be a tiny bit wider than 16 inches if you count the part that sort of rounds off at the edges, and maybe a tiny bit shorter than 2 inches, but it's kind of hard to measure exactly, and it's really close.I'm happy with it. :)
